Job summary

Clark County Public Transportation Benefit Area (C-TRAN) is seeking a Procurement & Contracts Administrator to manage the full purchasing cycle for supplies, equipment, services and materials, reporting to the Manager of Procurement and Contracts in the Finance Division.

The role emphasizes compliance with federal and state regulations, development of specifications, bid administration, contract creation and amendments, and interaction with vendors.

Qualifications

• Requires a bachelor’s degree in purchasing, business administration, or related field.
• Three to five years of purchasing experience, preferably in public sector.
• Experience with DBEs and federal/state procurement regulations is a plus.
• Public sector procurement knowledge and procedures.

Responsibilities

• Prepares and distributes requests for proposals, invitations to bid, and other solicitation documents.
• Coordinates development of written specifications for equipment and scopes of work for services required.
• Conducts pre-proposal and pre-bid conferences, and public bid openings.
• Tabulates data for terms and price and conducts price analyses.
• Coordinates and facilitates the bid/proposal evaluation process.
• Provides staff assistance to evaluation committees and participates in contract negotiations.
• Educates agency staff on Procurement Policy and Procedures and enforces adherence.
• Creates and processes contracts, reviews contract documents, and prepares amendments and change orders.
• Reviews and approves department requisitions and ensures compliance with regulations.
