Job summary

Orange County is seeking a Procurement Contract Specialist to process highly complex solicitations and contracts across professional services, human services, A/E and construction. You will interpret laws, statutes, and county policies to conduct procurements, negotiations, and approvals with County Counsel and Risk Management for compliant contracting.

This role partners with departments to deliver transparent, value-driven procurement solutions aligned with county goals.

Qualifications

• Knowledge of procurement processes and contract management.
• Ability to conduct complex solicitations and negotiations.
• Understanding ethics and government contracting policies.

Responsibilities

• Review procurement requisitions for accuracy and contract type.
• Develop solicitation documents (RFP/IFB/RFQ) and manage the evaluation process.
• Negotiate terms with vendors, County Counsel, and Risk Management.
• Obtain necessary approvals and refine contract language.
• Support Sole Source reviews and prepare contract amendments.
• Provide procurement information for board review when required.
