Job summary

County of Orange is seeking a Procurement Contract Specialist to process highly complex solicitations and contracts for various commodities and services, ensuring adherence to laws, policies, and approvals from County Counsel, Risk Management, and the Board of Supervisors.

The role partners with departments to deliver compliant, efficient contracting solutions, contributing to transparent and value-driven procurement that supports the County’s operational goals.

Qualifications

• Knowledge of the procurement process, establishment of contracts, effective negotiation methods, and contract management and oversight.
• Determining the appropriate methods of solicitations and contract type based on customer/stakeholder needs.
• Conducting complex solicitations, negotiating contracts, contract administration, and obtaining approvals.

Responsibilities

• Review procurement requisitions/expediters for accuracy and determine Contract Type, Solicitation Method and payment method.
• Analyze technical and complex contract specs and assist with refinement of documents.
• Develop solicitation documents (RFP/IFB/RFQ) and administer paper or electronic solicitation process including pre-bid conferences and bid evaluations.
• Negotiate contract terms with vendors, County Counsel and Risk Management.
• Work with County Counsel and Risk Management to obtain review and approve contract language and non-standard terms.
• Review and approve Sole Source requests.
• Provide procurement information for ASR when Board approval is required.
• Mediate disputes/performance issues with contractor and department.
• Develop contract amendments.
