Qualifications

• High School Diploma, GED or equivalent certification.
• At least 4 years of experience advising on Payment Network Rules and Regulations
• At least 5 years of experience in policy design, contract interpretation and rule-based governance models
• 3+ years of experience in team leadership or direct people management

Responsibilities

• Advisory & Effective Challenge: provide independent review of proposed rule changes and network strategies.
• Architecture & Solution Design: identify gaps and propose durable policy solutions.
• Industry & Competitive Intelligence: conduct continuous analysis across card networks and real-time payment systems.
• Framework Modernization: support modernization of the Global Payment Network rules framework.
• Waiver & Policy Governance: oversee and evaluate waiver requests and establish review processes.
• Cross-Functional Collaboration: work with Legal, Risk, Product, Tech, and Ops to translate policy into reports.
• Governance Compliance: ensure advisory activities align with Capital One standards.
• Process & Technology Innovation: leverage KPI data and AI-enabled tools to improve rule quality.
