Job summary

State of Washington Department of Retirement Systems (DRS) is hiring a PMO Manager in Tumwater to lead the PMO, define strategic plans, and manage a portfolio of cross-functional projects that modernize services for public workers.

You will advise agency leadership, set governance policies, and coach project sponsors on driving transformation while coordinating with internal and external stakeholders. This role requires senior-level program and portfolio management expertise.

Qualifications

• Experience in enterprise project and portfolio management with prioritization guidance.
• Structured project management and governance methodologies knowledge.
• Ability to align project activities across divisions with strategic goals.
• Advising executives on viability, risk, and investment decisions (6+ years).

Responsibilities

• Lead the PMO with goals, standards, and expectations for project and portfolio management.
• Ensure PMO team has tools, training, and guidance to perform effectively.
• Oversee project prioritization, resourcing, and reporting; advise CIO on portfolio needs.
• Set policies for planning and governance; ensure risk, scheduling, and reporting are sound.
• Negotiate project terms with executives, including scope, objectives, and budget.
• Oversee vendor performance and contract negotiations; resolve escalated issues.
• Identify and resolve risks, dependencies, and issues needing executive direction.
• Coach sponsors on change management and adoption across projects.
• Coordinate with employers, partners, and oversight bodies to align timelines.
