Job summary

The City and County of Honolulu, Department of Planning and Permitting, is seeking a Permitting, Code and Compliance Administrator to oversee permitting, code enforcement, and customer service operations. You will lead investigations, enforce zoning and building rules, and manage staff and budget for multiple programs.

Education requires a four-year degree or equivalent, with substitutions possible based on experience.

Qualifications

• Four years of administrative or supervisory experience in a large organization or agency.
• Experience interpreting and applying federal, state or county statutes, laws and regulations.
• Strong knowledge of public administration, budgeting and resource management.
• Ability to lead, plan and improve workflow processes and customer service.

Responsibilities

• Administer and oversee permitting and code enforcement programs for the City and County of Honolulu.
• Provide strategic leadership and oversight to improve efficiency and service delivery.
• Establish performance metrics, priorities, and resource allocation for programs.
• Direct investigations and enforcement actions related to zoning, building, shoreline, housing, and related ordinances.
• Oversee organizational structure, staff training, and career development across division programs.
• Manage consolidated permit operations and civil fine enforcement programs, including reporting and budgeting.
