Job summary

phia LLC seeks a Strategy & Performance Manager to lead a federal analysis program in the National Capital Region. You will act as the primary point of contact for the Contracting Officer and COR, guiding a multi-disciplinary team and delivering performance metrics to drive leadership decisions.

You will direct program execution, governance, and executive reporting, ensuring transition plans and risk mitigations are executed with precision while maintaining staffing and equipment accountability.

Qualifications

• Seven or more years of supervisory experience with an active PMP certification.
• Seven or more years of documented experience in Operations and Planning of the same size and scope.
• Demonstrated expertise in KPI development, facilitating strategic initiatives, and data-driven analysis.
• Ability to develop, analyze, and evaluate governance frameworks and performance improvement initiatives.
• Proficiency with Microsoft Office, Power BI, SharePoint, and SQL.
• Strong written and verbal communication for senior government leadership.

Responsibilities

• Serve as single point of contact to the Contracting Officer and COR; manage all contractor work under the SOW.
• Provide project management, control, and contract administration across all task areas.
• Develop KPIs and risk indicators; analyze performance data for leadership decisions.
• Lead strategic planning, governance frameworks, and process improvement initiatives.
• Prepare executive reports, briefs, white papers, and dashboards for senior leadership.
• Deliver PMR slides and manage transition-in/transition-out planning with no gaps.
• Identify and mitigate program risks; elevate issues with proposed actions.
• Coordinate with CIO/CDO and other stakeholders; ensure contractor accountability and labeling.
• Maintain staffing coverage, onboarding/offboarding, and equipment accountability.
