Job summary

phia LLC seeks a Strategy & Performance Manager to lead a federal analysis program in the National Capital Region. You will act as the primary point of contact for the Contracting Officer and COR, guiding a multi-disciplinary team and delivering performance metrics to drive leadership decisions.

You will direct program execution, governance, and executive reporting, ensuring transition plans and risk mitigations are executed with precision while maintaining staffing and equipment accountability.

Qualifications

  • Seven or more years of supervisory experience with an active PMP certification.
  • Seven or more years of documented experience in Operations and Planning of the same size and scope.
  • Demonstrated expertise in KPI development, facilitating strategic initiatives, and data-driven analysis.
  • Ability to develop, analyze, and evaluate governance frameworks and performance improvement initiatives.
  • Proficiency with Microsoft Office, Power BI, SharePoint, and SQL.
  • Strong written and verbal communication for senior government leadership.

Responsibilities

  • Coordinate with CIO/CDO and other stakeholders; ensure contractor accountability and labeling.
  • Maintain staffing coverage, onboarding/offboarding, and equipment accountability.

Overview

At phia we hire talented and passionate people who are focused on collaborative, meaningful work, providing technical and operational subject matter expertise and support services to our partners and clients. phia is seeking a mission-driven Strategy & Performance Manager to serve as Key Personnel and Project Manager for a federal analysis and information management program supporting a government customer's operations division. In this role you are the single point of contact to the Contracting Officer and the Contracting Officer's Representative, and you own the performance of the entire engagement.

You will direct a multi-disciplinary team of economists, data scientists, analysts, designers, and information specialists across every task area; build the performance measurement picture that tells leadership whether the division is achieving its goals; and be the person the customer calls first when something needs to move.

What You'll Do
  • Customer Ownership: Serve as the single point of contact to the Contracting Officer and the COR, responsible for all contractor work performed under the Statement of Work, and stay reachable during the Government's established business hours.
  • Program Execution: Provide the project management, project control, and contract administration necessary to manage every task across every task area, from information management and governance through data analysis, business analysis, and service delivery integration.
  • Performance Measurement: Develop key performance indicators, key risk indicators, and performance measures; analyze organizational performance data; and turn the results into decisions leadership can act on.
  • Strategic Planning: Lead the research, facilitation, development, and maintenance of strategic plans, governance frameworks, standard operating procedures, and business process improvement initiatives in alignment with divisional and enterprise priorities.
  • Executive Reporting: Prepare executive reports, briefing materials, memoranda, white papers, and dashboards, and communicate complex findings to senior leadership in language that survives the elevator.
  • Reporting Cadence: Deliver Quarterly Status Reports and read-ahead Program Management Review slides no later than two business days before each PMR, covering staffing roster and attrition, progress against plan, deviations, risks and mitigations, recommendations, and the Government-furnished equipment inventory.
  • Transition Management: Author the transition-in plan (draft within 10 days and final within 30 days of award) and the transition-out plan (draft 90 days and final 60 days before expiration), and execute both without a gap in support to operations.
  • Risk Management: Identify, track, and mitigate program risks; elevate issues early with a proposed course of action rather than a problem statement.
  • Team Leadership: Maintain full staffing coverage at all times, direct task execution across every task area, and manage onboarding, offboarding, suitability processing, and equipment accountability.
  • Stakeholder Engagement: Coordinate across divisional sub-elements and regional offices, the customer's CIO and Chief Data Officer organizations, and stakeholders across the enterprise, obtaining CIO approval through the COR for any task affecting CIO-owned systems.
  • Governance & Compliance: Ensure contractor personnel identify themselves as contractors, that decision-support and policy deliverables are clearly marked as contractor products, and that Government officials retain policy, decision-making, and managerial accountability.
Who You Are
  • Certified Program Leader: Seven or more years of supervisory experience, with an active Project Management Institute PMP certification.
  • Operations & Planning Depth: Seven or more years of documented experience supporting requirements in Operations and Planning of the same size and scope.
  • Performance Management Practitioner: Demonstrated expertise developing key performance indicators, facilitating strategic initiatives, analyzing organizational performance data, and leading cross-functional teams.
  • Policy & Governance Analyst: Demonstrated ability to develop, analyze, recommend, and evaluate organizational policies, strategic plans, governance frameworks, and performance improvement initiatives through research, stakeholder collaboration, risk assessment, and data-driven analysis.
  • Technically Fluent: Proficient with Microsoft Office, Power BI, SharePoint, and SQL.
  • Executive Communicator: Strong technical writing, project management, and stakeholder engagement skills, with the presence to brief senior government leadership.
Preferred Skills
  • Prior support to a federal civilian agency, and a current or prior federal suitability determination.
  • Experience standing up a performance measurement or KPI framework for a federal division or program office.
  • Experience managing a firm-fixed-price professional services task order under a governmentwide multiple-award contract vehicle.
  • Familiarity with federal records management, FOIA, CUI handling, Power Platform governance, ServiceNow, and Section 508 accessibility requirements.
Required Education + Experience
  • Education: Master's degree in Public Administration, Strategy, Economics, Finance, or a related field, with experience in strategic planning, organizational performance management, business process improvement, and performance measurement.
  • Experience: Minimum of seven (7) years of supervisory experience and a minimum of seven (7) years of documented experience supporting requirements in Operations and Planning of the same size and scope.
  • Certification: Project Management Institute Project Management Professional (PMP) certification is required.
  • Suitability: Public Trust / Suitability.
GENERAL PROGRAM REQUIREMENTS:
  • Citizenship: Must be a U.S. Citizen.
  • Clearance: Public Trust / Suitability. Must be able to obtain and maintain a favorable federal suitability determination, and receive a favorable Entry on Duty (EOD) determination before unescorted access to the customer facility.
  • Work Hours: Core daytime hours determined with the customer; Monday through Friday. Personnel shall be available during the Government's established business hours.
  • Work Location: On-site at the customer facility in the National Capital Region (NCR) / Northern Virginia. Telework is permitted at phia's discretion consistent with applicable customer security policy; the Government may require on-site reporting for meetings, mission support, or training with reasonable advance notice.
  • Equipment: A Government-furnished laptop is provided for performance of this work.
  • Travel: Minimal travel may be required within the National Capital Region to support program activities.
