Native American Industrial Solutions LLC seeks a Strategy & Performance Manager to serve as Program Manager for a federal business analysis program. You will own delivery across four service lines, lead a distributed team, and be the single government point of contact.

The work is analysis and advisory; you will produce recommendations, dashboards, and executive reports, translating findings into clear insights that drive faster, better decisions.

Qualifications

  • Master’s degree in Public Administration, Strategy, Economics, Finance, or a closely related field.
  • PMP certification, current and in good standing.
  • Minimum seven (7) years of supervisory experience.
  • Minimum seven (7) years of documented experience supporting requirements in Operations and Planning of comparable size and scope.
  • Demonstrated expertise developing KPIs, facilitating strategic initiatives, analyzing organizational performance data, preparing executive reports, leading cross-functional teams, and communicating findings to senior leadership.
  • Demonstrated ability to develop, analyze, recommend, and evaluate organizational policies, strategic plans, governance frameworks, and performance improvement initiatives.
  • Proficiency in Microsoft Office, Power BI, SharePoint, and SQL.
  • Strong technical writing, project management, and stakeholder engagement skills.
  • U.S. person able to obtain a DHS public trust fitness determination and EOD approval, including SF-85 submission.

Responsibilities

  • Lead program delivery across four service lines: information management/governance; data analysis, BI and visualization; requirements analysis; and service delivery and operational integration.
  • Serve as the Government’s single point of contact with the Contracting Officer and COR; conduct quarterly reviews and deliver status reports.
  • Build the performance picture with KPIs, dashboards, and management reports used by executives; translate findings into actionable insights.

Program Manager, Federal Business Analysis Services

Native American Industrial Solutions LLC (NAIS)

Location:Primarily remote. Periodic on-site work in Arlington, Virginia (National Capital Region). Candidates within commuting distance of the NCR strongly preferred.
Type:Full time, salaried. Contingent upon contract award.
Clearance:None required. Must be able to obtain and maintain a DHS public trust fitness determination and Entry on Duty approval.
Travel:Minimal. Occasional travel to Government facilities.

About the Role

We are hiring a Strategy & Performance Manager to serve as Program Manager for a federal business analysis services program supporting a large, geographically distributed operational organization. This is the senior role on the contract and the designated Key Personnel position. You will own delivery across four service lines, lead a team of analysts and specialists, and serve as the single point of contact to the Government.

The work is analysis and advisory. Your team produces recommendations, analysis, and draft products; Government officials retain policy, decision-making, and managerial accountability. Success in this role looks like Government leaders making faster, better-supported decisions because your team put the right information in front of them in a form they could use.

What You Will Do

  • Lead program delivery. Own execution across four service lines: information management and governance; data analysis, business intelligence, and visualization; business and requirements analysis; and service delivery and operational integration.
  • Serve as the Government’s single point of contact. Interface directly with the Contracting Officer and Contracting Officer’s Representative. Run quarterly program management reviews, deliver quarterly status reports, and keep leadership ahead of risks rather than behind them.
  • Build the performance picture. Develop key performance indicators, key risk indicators, dashboards, and management reports that the customer’s executives actually use. Translate analytical findings into clear, actionable insight for audiences at every organizational level.
  • Drive strategy and governance work. Develop, analyze, and evaluate organizational policies, strategic plans, governance frameworks, and performance improvement initiatives through research, stakeholder collaboration, risk assessment, and data-driven analysis.
  • Manage a distributed team. Supervise and develop a team of roughly fourteen analysts, specialists, and technical staff. Set task priorities, manage schedules and quality control, and maintain continuity of support.
  • Engage stakeholders across a distributed organization. Coordinate across headquarters offices and ten regional offices, aligning competing priorities and keeping a single intake and prioritization process working.
  • Write at an executive level. Produce and quality-review strategic plans, standard operating procedures, briefing materials, memoranda, white papers, and analytical reports.

Required Qualifications

These are contract requirements. Candidates who do not meet all of them cannot be proposed for this position.

  • Minimum seven (7) years of supervisory experience.
  • Minimum seven (7) years of documented experience supporting requirements in Operations and Planning of comparable size and scope.
  • Demonstrated expertise developing key performance indicators, facilitating strategic initiatives, analyzing organizational performance data, preparing executive reports, leading cross-functional teams, and communicating complex findings to senior leadership.
  • Demonstrated ability to develop, analyze, recommend, and evaluate organizational policies, strategic plans, governance frameworks, and performance improvement initiatives.
  • Proficiency in Microsoft Office, Power BI, SharePoint, and SQL.
  • Strong technical writing, project management, and stakeholder engagement skills.
  • U.S. person, able to obtain and maintain a DHS public trust fitness determination and Entry on Duty approval, including submission of a completed SF-85 package through e-QIP.

Preferred Qualifications

  • Prior experience supporting DHS or another federal operational organization.
  • Experience with the Microsoft 365 and Power Platform stack, including Power Apps, Power Automate, and Power BI, plus SharePoint and ServiceNow.
  • Familiarity with federal information and records management obligations: NARA records management, Controlled Unclassified Information, FOIA, Open Data, and Section 508 accessibility.
  • Experience with Agile or Scrum delivery methodologies.
  • Experience standing up or maturing a requirements intake, validation, and traceability process.
  • Currently resides within commuting distance of Arlington, Virginia.
