Qualifications

• 10+ years of progressive payroll leadership experience.
• Strong knowledge of federal, New York State, and local payroll laws and tax reporting.
• Experience managing multi-site, unionized healthcare payroll environments.

Responsibilities

• Lead end-to-end payroll operations for 4,000+ employees across hospitals, clinics, and correctional health services.
• Ensure accurate, timely, and compliant payroll processing including bi-weekly or semi-monthly cycles.
• Oversee payroll tax reporting and compliance with federal, state, and local regulations.
• Collaborate with Finance, HR, Benefits, and Legal to improve payroll workflows and data accuracy.
• Develop and mentor a payroll team of five with growth plans.
• Manage Paycom configurations and lead transition planning to ADP or other platforms.
• Assess payroll processes and recommend strategic improvements aligned with future needs.
• Implement internal controls, audit readiness, and risk mitigation for payroll integrity.
• Partner with cross-functional teams for system enhancements and data validation.
