Job summary

WMATA is seeking an Organization Alignment Specialist to design and implement competency architectures and career growth frameworks across the organization. You will partner with cross-functional teams, translate workforce data into practical solutions, and drive large-scale human capital initiatives using AI-enabled approaches.

The role emphasizes strategic thinking, stakeholder influence, and the ability to translate complex concepts into actionable programs that align workforce capabilities

Qualifications

• Bachelor’s degree is required.
• Seven (7) years of experience in talent management, organizational design, or related fields.
• Experience designing and implementing competency frameworks and career pathing.

Responsibilities

• Conducts needs analysis to identify organizational needs and designs integration with strategic design and service delivery.
• Designs and validates competency frameworks and models aligned to business goals and programs.
• Establishes KPI frameworks and performance mapping for roles/departments.
• Develops and implements career paths and guidance materials for WMATA employees.
• Leads integration of competency architecture into HR systems and programs (e.g., talent acquisition, training, performance management, workforce planning).
• Advices on AI solutions in human capital processes and ensures alignment with WMATA policies.
• Leads agile, organization-wide talent plans and gathers stakeholder feedback to drive change.
• Contributes to workforce planning initiatives to address attrition, growth, and cost of workforce.
