Tecolote Research, Inc. is seeking a Senior Level – Management and Program Analyst (Non-Supervisory Chief of Operations) in Chantilly, VA. This urgent role provides operational leadership, strategic integration, and program advisory services for the ML mission area.

Qualifications

• Bachelor’s degree (BA/BS) is required.
• Minimum 10 years of experience supporting DoW, USSF, or federal admin operations.
• Mastery of program analysis, operational planning, and resource management.
• Expertise in strategic integration and cross-functional coordination.
• Advanced knowledge of federal administrative regulations and staff workflows.
• Excellent executive-level written and verbal communication and stakeholder liaison abilities.

Responsibilities

• Provide comprehensive schedule and calendar management for leadership.
• Deliver general action officer program support, coordinating across multiple teams.
• Lead high-priority strategic projects as primary conduit for senior-level taskings.
• Ensure staff packages, executive briefings, and memoranda are reviewed and aligned with objectives.
• Collaborate with Space Systems Command, HQ USSF, and other partners to negotiate resources.
• Design and implement operational policies and procedures to improve staff execution.
