Qualifications

• Undergraduate degree and six years specialized office experience in counterintelligence, investigations, industrial security, dignitary/VIP policy and security standard development, OPSEC, COMSEC, INFOSEC, security countermeasures programs, or related areas.
• Ability to demonstrate highly technical knowledge in solving complex problems with automation and analytics tools.
• Excellent organizational, oral, and written communication skills.
• Experience with Microsoft Office 365 products including Word, Excel, PowerPoint, Outlook, OneNote, OneDrive, Teams, and PowerBI.

• Manage tasks in STORM (System of Tracking Operations and Records Management), including goals, reporting, and assignments.
• Edit and review programmatic documentation and publications for strategic frameworks and performance reports.

Advanced Resource Technologies, Inc. (ARTI) is currently recruiting for a Strategic Operations Security Specialist in support of a contract with the Department of Homeland Security at our Washington, DC or Springfield VA location. Position is full-time, exempt. Start date is immediate upon selection and clearance processing finalized.

SUMMARY

The Strategic Operations Security Specialist will provide strategic operations, performance management, planning, records management, and programmatic support to the Office of the Chief Security Officer (OCSO). The position will support executive-level reporting, strategic planning, performance measurement, task management, documentation, and the administration of collaboration and records-management systems.

The successful candidate will apply technical knowledge, automation capabilities, and analytics tools to support complex operational requirements, improve reporting processes, and provide executive-level insights into organizational performance.

PRINCIPAL DUTIES AND RESPONSIBILITIES

• Schedule meetings and provide support for materials preparation, note-taking, and after-action requirements.
• Manage tasks within STORM (System of Tracking Operations and Records Management), including goal development and updates, reporting, performance measurement updates, task assignments, and related activities.
• Perform general editing and reviews of programmatic documentation and publications, including strategic frameworks and performance reports distributed at the Under Secretary level.
• Administer and maintain SharePoint and other records-management resources to ensure information and files remain accurate, current, and accessible.
• Ensure planning and performance management resources are available to OCSO programs.
• Manage annual OCSO goals, including establishing cell-specific permissions to prevent overwriting, incorporating revisions, and following up on incomplete updates.
• Support performance management program development and implementation.
• Establish and maintain a visual interface for OCSO key performance indicators (KPIs) and performance measures.
• Leverage automation and analytics tools, including Power BI, to streamline reporting and provide executive-level performance insights.
• Support data collection and analysis for mid-year and end-of-year reporting and trend analysis.
• Provide strategic planning support, including building and managing a comprehensive tracking mechanism for FY 2027–2031 Strategic Plan progress.
• Monitor strategic plan milestones, updates, and performance information to support organizational accountability and reporting.
• Provide additional strategic operations and programmatic support as required.

Requirements

• Undergraduate degree and six years specialized office experience in one of the following areas:counterintelligence, investigations, industrial security, dignitary/VIP policy and security standard development, OPSEC, COMSEC, INFOSEC, security countermeasures programs, access systems operation and management, personnel protection and protecting classified information, or region desk office or with 10 years of specialized experience a degree in not required.
• Must have the ability to demonstrate and apply highly technical knowledge in solving complex problems as applicable to application automation and use of analytics tools.
• Must be organized and have excellent oral and written communication skills.
• Must have experience with Microsoft Office 365 products to include Word, Excel, PowerPoint, Outlook, OneNote, OneDrive, Teams, and PowerBI.
