Advanced Resource Technologies, Inc (ARTI) is currently recruiting for a Special Security Representative (SSR) position in support of a contract with the Department of Homeland Security at our Washington DC location. Position is full-time, exempt. Start date is immediate upon selection and clearance processing finalized.

Summary

The Special Security Representative shall provide direct support of the Policy Office who has expertise on safeguarding National Security Information (NSI) and advises DHS on developments and advances in associated programs and policies for multiple security disciplines.

Principal Duties and Responsibilities
  • Provide direct, on‑site support to the Office of Strategy, Policy, & Plans (PLCY) for Classified National Security Information (CNSI), to include Sensitive Compartmented Information (SCI) program management and associated classified facilities supporting PLCY.
  • Support the Special Security Officer (SSO) with the daily operations and management of SCI facilities (SCIFs) and Classified Information Facilities (CIFs), to include access control, end‑of‑day checks, visitor management, and related security documentation.
  • Assist in implementing and maintaining compliance with applicable laws, regulations, Executive Orders, and DHS policies for CNSI and SCI program management within PLCY.
  • Help develop, maintain, and update facility security documentation, including but not limited to SCIF/CIF standard operating procedures (SOPs), emergency plans, Fixed Facility Checklists, TEMPEST checklists, co‑utilization agreements, Concepts of Operations (CONOPS), and construction security plans.
  • Provide expertise on safeguarding CNSI, including SCI, and advise Government security officials on developments and advances in related programs, policies, and multiple security disciplines.
  • Support integration of physical, technical, personnel, industrial, information, and OPSEC measures into the overall security posture for PLCY classified facilities.
  • Assist in applying fundamental security measures for CNSI/SCI operations, including secure handling, storage, transmission, and destruction of classified material, and maintain associated logs and records as directed by the Government.
  • Conduct analysis of current security programs, OPSEC posture, SCI operations, and fundamental security measures within PLCY’s area of responsibility; identify gaps and recommend improvements for Government review.
  • Assist in responding to data calls, audits, inspections, and external reviews related to CNSI/SCI protection and PLCY classified facility operations.
  • Maintain tracking tools (e.g., spreadsheets, databases, logs) for personnel (employees, contractors, and detailees) with CNSI/SCI access based on Government‑provided data.
  • Support administration and tracking of indoctrinations, annual refresher briefings, and debriefings in accordance with the Headquarters Security Services Division (HSSD) Indoctrination and Debriefing SOP and under SSO direction, including NDA logging and Information Security Management System (ISMS) upload tracking.
  • Witness and accept SCI brief and debrief non‑disclosure agreements (NDAs) for contractor personnel only, with final review and acceptance by the servicing SSO, consistent with HSSD SOP constraints.
  • Track completion of required security training, indoctrinations, annual refresher briefings, and debriefings for personnel with access to PLCY classified facilities.
  • Draft training materials, briefings, handouts, and awareness products related to CNSI/SCI and PLCY SCIF/CIF procedures for Government review and approval.
  • Provide after‑hours response support for PLCY SCIF/CIF security‑related malfunctions or issues (e.g., alarms, equipment failures) in accordance with established duty/rotation plans.
  • Coordinate with HSSD, PLCY leadership, and other DHS and external stakeholders as directed to resolve facility security issues and support mission requirements.
Requirements
  • Graduate degree in a related security field preferred. Minimum 10 years of professional experience in security-field (e.g., counterintelligence, investigations, industrial security, dignitary/VIP policy, access systems operation and management). With 14 years of specialized experience, a degree is not required.
  • Extensive knowledge and in-depth understanding of DHS information security policies and procedures.
  • Experience in the operation of the Physical Access Control System (PACS) and working with electronic VM systems.
  • Experience with subversive organizations and their methods of operation. Experience with national and international security practices.
  • Experience with information security practices required to establish and maintain system integrity for safeguarding classified information in a secure environment.
  • Experience includes achieving recognized standing in a related professional field through outstanding contribution and the ability to plan, conduct, and direct research and/or development work on complex projects necessitating the origination and application of new and unique approaches in relation to the security nature of the project.
  • Knowledge in formatting policy and procedures relating to security programs.
  • Experience in data entry and administration of security information and programs.
  • Experience working with security systems, specifically with identification and credentialing.
  • Ability to work effectively with representatives and high‑level officials both inside and outside of the government.

Mandatory Requirement

Applicants selected for this position will be subject to a Government Security Investigation and must meet eligibility for access to classified information, Top Secret/SCI.
