Seattle Office of Economic Development seeks a forward-thinking Neighborhoods and Business Districts Manager to set citywide strategy and strengthen district investments. The role leads a cross-department team, develops policy solutions, and drives measurable economic outcomes for Seattle’s business districts.

You’ll guide a multi-team effort, transition operating models from grant-focused to district investment strategies, and collaborate with city leadership to advance the city’s priorities.

• Team and people management experience.
• Strategy development and evaluation in economic development or business districts.
• Policy development and implementation experience.
• Project management and adoption of organizational systems and tools.
• Budget management, including forecasting, compliance, and investment modeling.
• Cross-department collaboration with measurable outcomes.
• KPI development and performance tracking.
• Communicating effectively with executive stakeholders.

Responsabilités

• Develop Seattle’s 2027 Business District Strategy based on economic research, citywide priorities, and district condition analyses.
• Lead the Business Improvement Area (BIA) formation initiative, including governance and investment planning.
• Rebuild team operations with project management systems, KPI tracking, and district investment analysis.
• Supervise up to six staff across policy, advocacy, advisory, and program areas.
• Build strategic frameworks and lead implementation planning across districts.
• Oversee contracts, budgeting, forecasting, and financial reporting.
• Coordinate cross-department collaborations and prepare executive materials.
