Port Orange, City of (FL) seeks an Assistant Purchasing Manager to support the Purchasing Manager in directing procurement strategies and activities for high efficiency and cost savings. The role manages end-to-end acquisition and vendor relationships to ensure quality and timely delivery.

The position involves researching cost-reduction initiatives, drafting specifications with departments and engineers, and overseeing emergency contracts and training programs.

Qualifications

• Bachelor’s degree required; five years progressive experience in purchasing management.
• CPPO certification or ability to obtain within two years.
• Knowledge of state and city purchasing laws and ordinances.
• Ability to read, analyze and interpret work documents; communicate effectively in writing and speech.
• Experience with bid/RFP specifications and procurement processes.

Responsibilities

• Procure goods and services according to policies and law.
• Maintain integrity and promote competition and best value procurements.
• Assist managing purchasing strategies for efficiency and cost effectiveness.
• Research initiatives to reduce costs and improve quality and delivery.
• Draft specifications with departments and outside engineering firms.
• Attend trade shows and manage vendor communications; assist in bid protests.
• Conduct research and process improvement for better sourcing terms.
• Oversee emergency contracts and EOC procurement activities.
• Develop procurement training programs for departments.
• Manage procurement card administration, approvals and spend analysis.
• Approve contracts, requisitions and change orders in ERP and generate POs.
• Review fixed asset inventory and disposal of obsolete equipment.
• Fill in for Purchasing Manager as needed.
• Perform additional duties as required.
