Job summary

HTC Global Services is seeking a Senior IT Project Manager / Business Analyst to lead strategic and tactical IT initiatives, combining project management with hands-on requirements analysis, process redesign, and governance.

The role drives initiatives from initiation through closure, ensuring clear requirements, defined scope, effective communication, and disciplined execution aligned with business objectives.

Qualifications

• Bachelor's degree.
• 7+ years of project management experience with moderate to high complexity.
• Demonstrated experience in business analysis and process redesign.
• Minimum 5 years of experience managing IT, regulatory, compliance, or enterprise-level initiatives.

Responsibilities

• Lead end-to-end project delivery, including scope, schedule, budget, risk, quality, communication, and resource coordination.
• Develop and maintain project plans, RAID logs, communication plans, status reports, and executive updates.
• Manage cross-functional teams, including internal IT, vendors, SMEs, and agency partners.
• Facilitate work sessions to validate scope, requirements, and deliverables while maintaining alignment with sponsors and stakeholders.
• Identify project risks and issues and recommend and implement mitigation strategies.
• Support procurement processes, including RFPs, SOWs, and vendor oversight, as needed.
• Ensure compliance with agency policies, security requirements, records management standards, and project governance frameworks.
