Job summary

Eastern Iowa Community Colleges (EICC) seeks a Chief Information Officer to lead IT strategy, digital transformation, enterprise technology, and technology leadership across the district. The CIO will set long-term technology vision and governance to support student success and operational excellence.

The role reports to the CFO, sits on the Chancellor's Senior Leadership Team, and is based on-site in Davenport, IA.

Qualifications

• Bachelor’s degree in information technology, computer science, information systems, business administration, public administration, educational leadership, or a related field.
• Progressively responsible leadership experience in information technology, including management of IT operations, staff, budgets, projects, vendors, and enterprise systems.
• Knowledge of cybersecurity, network and systems administration, cloud technologies, IT governance, data management, and AI in organizational settings.
• Experience developing and implementing technology strategies, governance models, policies, standards, and procedures aligned with organizational goals.
• Strong leadership, communication, project management, problem-solving and interpersonal skills.

Responsibilities

• Develop and maintain a comprehensive IT strategy and multi-year roadmap aligned with the college’s priorities.
• Lead usage of AI, governance, risk, and security across IT ecosystems.
• Oversee IT budgeting, spending, and resource optimization.
• Negotiate and manage IT vendor contracts and service delivery.
• Lead IT staff, succession planning, and continuous improvement across departments.
• Ensure reliable, secure IT infrastructure and operations; coordinate disaster recovery and business continuity.
