Job summary

MITRE is seeking a seasoned IC Congressional Budget & Resources Advisor to provide strategic support to our Government sponsor, coordinating budget analysis, execution, and congressional resource matters. Qualifications

• Minimum of 10 years of related experience with a Bachelor’s degree; or 8 years with a Master’s; or 5 years with a PhD.
• Active Top Secret/SCI w/ Polygraph U.S. Government clearance; U.S. citizen for clearance.
• Experience with CBJB, NIP, or MIP budgets.
• Experience with PPBE or IPPBE cycles.
• Strong written and editing abilities; ability to interact with senior officials.

Responsibilities

• Assist sponsor as liaison for congressional resource matters with budget, programming, legislative affairs, acquisition, policy, legal, and leadership.
• Analyze authorization/appropriations legislation and reports to determine funding impacts.
• Develop responses to Congressional Directed Actions (CDAs) and information requests.
• Prepare decision briefs, talking points, and leadership updates on congressional resource issues.
• Track actions through budget cycles and ensure timely compliance of directed funding and reporting.
• Assess implications of actions and recommend courses of action to leadership.
• Support budget justification, reclama, appeals, spend plans, and realignment efforts.
• Maintain relationships to translate congressional direction into actionable resource plans.
• Coordinate directly with the Office of Legislative Affairs.
