Qualifications

• Bachelor's degree in Human Resources, Business, or related field or equivalent experience.
• Five+ years progressive HR experience with employee relations responsibilities.
• Experience applying California employment and labor requirements in day-to-day HR decisions.
• Experience supporting a union-represented workforce, including CBA interpretation and grievance support.
• Experience conducting complex workplace investigations with clear documentation.
• Ability to prioritize competing demands and make decisions with incomplete information.
• Strong written, verbal, interpersonal, and conflict-resolution skills.
• Proficiency with HR information systems, Microsoft Office, and reporting tools.

Responsibilities

• Partner with SFO leaders on workforce planning, organizational effectiveness, staffing, performance, retention, and engagement priorities.
• Provide timely, practical advice on employee relations issues including performance, attendance, conduct, complaints, and separations.
• Lead or oversee investigations; assess risk and involve HR leadership or counsel when warranted.
• Support union-represented workforce by interpreting the CBA and preparing for grievance meetings.
• Maintain knowledge of California employment requirements including wage-hour practices and leaves.
• Monitor compliance with contract and city requirements and advise on workforce obligations.
• Collaborate with Payroll, Benefits, Talent Acquisition, Operations, Security, Legal, and HR to resolve cross-functional issues.
• Coach leaders to improve communication, accountability, and policy application.
• Use workforce data to identify risks and measure HR action outcomes.
• Assist high-volume hiring, onboarding, and start-up activities.
• Create scalable HR processes and manager guidance.
• Maintain confidential personnel records and case documentation.
