Job summary

The City of Richland is seeking an experienced Human Resources Manager to lead the HR department, drive operational efficiency, and deliver excellent service. This role reports to the HR Director and supervises staff, ensuring alignment with organizational priorities and city policies.

Ideal candidates will have a strong public HR background, labor relations exposure, and a track record of managing complex employment investigations and leaves administration.

Qualifications

• Five (5) or more years of increasingly responsible human resources experience.
• Two (2) years in a lead or supervisory role.
• Bachelor’s degree with coursework in business or public administration, human resources management, or related field.

Responsibilities

• Lead the day-to-day operations of the Human Resources department with high efficiency and service quality.
• Work under limited supervision of the HR Director; provide guidance to assigned personnel.
• Ensure compliance with HR policies and processes and support organizational goals.
