Qualifications

• Minimum of five (5) years in Human Resources, preferably as Generalist or HRBP.
• Strong knowledge of Guam and federal employment laws, regulations, and HR best practices.
• Experience in recruitment, employee relations, and performance management.
• Experience managing employee documentation and HR records.
• Strong written and verbal communication skills.
• Proficiency with Microsoft Office or equivalent.
• Ability to work independently and in collaboration with others.

Responsibilities

• Oversee full recruitment lifecycle: postings, sourcing, screening, interviews, and offers.
• Develop and maintain relationships with employees at all levels.
• Support performance management, evaluations, and compensation guidance.
• Ensure compliance with Guam and federal employment laws and audits.
• Manage employee access controls and occasional operational HR tasks.
• Support culture initiatives and workforce planning with leadership.
• Perform other HR duties as needed.
