Qualifications

• 6+ years of experience in affordable housing, community development, finance, or related field
• Bachelor's degree or equivalent experience in a relevant field
• Strong knowledge of affordable housing finance, programs and current policy landscape
• Experience with project management, policy analysis, and cross-organization collaboration
• Ability to review market and feasibility studies and assess housing conditions
• Strong relationship-building, facilitation, negotiation, and written/verbal communication
• Willingness to travel within Virginia, including overnight stays
• Must maintain a valid driver’s license and comply with policies as a condition of employment

This role supports project development, community lending, and partnership efforts that help create and sustain affordable housing and strengthen communities across the Commonwealth. You’ll work collaboratively with internal teams, customers, and stakeholders to respond to evolving housing needs while building and maintaining relationships with key organizations. Through these partnerships, this role helps expand housing opportunities for low- and moderate-income households and advance local community development strategies. Virginia Housing is one of the nation’s leading housing finance agencies. To be successful in this role you must possess:

• Several years’ experience (6+ preferred) in affordable housing, community development, finance, or a related field
• A degree in public administration, urban planning, community development, finance, business, or a similar area, or equivalent experience
• Strong knowledge of affordable housing finance, programs, and the current policy landscape
• Experience with project management, policy analysis, and working across organizations or government entities
• Ability to review market and feasibility studies and assess local and regional housing conditions
• Strength in relationship-building, facilitation, negotiation, and communication (written and verbal)
• Comfort engaging with diverse communities across Virginia and approaching challenges with a problem‑solving mindset
• Willingness to travel within the State, including occasional overnight stays.
• Must maintain a valid driver’s license and comply with Virginia Housing’s motor vehicle and HR policies as a condition of employment.

This role will report to our Innsbrook office in Glen Allen, VA.

This position will close at midnight on 9/22/2026.

Hiring Range: $82,000 – $111,000

A background check will be performed as a condition of employment.

A Conflict‑of‑Interest Act Disclosure form and Secondary Employment Disclosure form will need to be completed as a condition of employment.
