Job summary

State of Vermont’s Department of Corrections Central Office seeks a decisive Financial Manager III to lead a team of three fiscal professionals and oversee statewide budgets and HR processes. The role ensures financial integrity, payroll administration, and compliant operations across multiple sites.

The position directs recruitment, policy adherence, and critical time reporting systems, while driving HR initiatives such as merit bonuses and career progression programs.

Qualifications

• Bachelor's degree in accounting or a degree that includes 20 accounting credits and 3+ years of professional-level fiscal experience.
• Bachelor's degree in any discipline with 5+ years of professional-level fiscal operations experience including managing programs or staff.
• Associate's degree with 7+ years of professional-level fiscal operations experience including managing programs or staff.
• High school diploma with 9+ years of professional-level accounting, budgeting, auditing or fiscal operations experience including managing programs or staff.

Responsibilities

• Supervise and mentor a team of three fiscal professionals with guidance, oversight, and performance evaluations.
• Budget oversight for 10 Probation & Parole field sites and two satellite offices.
• Ensure fiscal integrity through audits, Medicaid reporting, and month-end/year-end close-outs.
• Oversee recruitment lifecycle as Central Office point of contact for personnel transactions.
• Guide hiring workflows, maintain confidential records, and ensure policy compliance statewide.
• Manage HR initiatives including merit bonuses and Accelerated Step Program.
• Act as VTHR Lead Time and Labor Delegate & Security Administrator for payroll adjustments and security access roles across the DOC network.
• Lead onboarding/offboarding workflows including equipment setups, facility access, and security checks.
