Qualifications

• Knowledge of budgeting structure, programs, and work methods.
• Familiarity with agency budgeting procedures, regulations, and guides.
• Understanding of OMB, Congressional, and agency financial management principles.
• Knowledge of budget processes, briefing formats, and requirements.
• Understanding budgeting regulations for procedural guidance on budget administration.
• Experience with computerized budget systems.
• Ability to project effects of budget actions on national objectives.
• Ability to analyze and resolve complex problems.
• Ability to communicate clearly, orally and in writing.
• Ability to apply various analytical methods to budget processes.

Responsibilities

• Perform budget formulation with detailed analysis for future years.
• Prepare information for formal budget presentations and reviews.
• Provide financial advice on complex issues and program assessments.
• Offer financial management support for planning, budgeting, execution, and closeout.
• Evaluate decisions and recommend actions.
• Conduct special studies to guide policy and procedures.
