The Air Force Civilian Service (AFCS) is looking for a full-time Budget Analyst (GG-0560-11), performing as a Budget Analyst, working at the 90th Cyberspace Operations Squadron (COS), Joint Base (JB) San Antonio, Lackland Air Force Base (AFB), in San Antonio, Texas.

This position is a Defense Civilian Intelligence Personnel System (DCIPS) position aligned under authorities of Section 1601, Chapter 83 of Title 10, United States Code and DoD Instruction 1400.25-V2007.

Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.

Salary ($75,776 - $98,514) based on experience.

Recruitment and Relocation incentives may be available based on experience.

Qualifications/Requirements

In this position you will serve as a budget analyst in the 90 COS resource management office, performing a variety of budget functions involving the formulation, execution, and/or analysis of budgets and provide financial management services in support of the 90 COS.

Must be a U.S. Citizen

Must be able to obtain & maintain a "Top Secret/SCI" Security clearance

This position is designated as a Drug Test Designated Position

The incumbent is required to undergo a counterintelligence-scope polygraph examination.

The incumbent is required to file a Confidential Financial Disclosure Report upon appointment and will be required to file annually.

The incumbent must be able to obtain and maintain Financial Management Level 2 certification requirements.

This position requires at a minimum, a bachelor’s degree in a related field or equivalent experience.

• Knowledge of goals, resources, objectives, long-range plans, organizations, functions and sources pertinent to the programs and work methods of the 90 COS, 318 COG and 67 CW for budgeting work.
• Knowledge of the U.S. Air Force (USAF), Department of War (DoW), Office of Management and Budget (OMB), Congressional, and Defense Finance and Accounting System (DFAS) budget procedures, regulations, precedents, policies, and guides.
• Knowledge of the Per Diem, Travel and Transportation Allowance committee, Joint Federal Travel Regulations, Joint Travel Regulations, and Air Force budget policies, precedents, regulations, and guidelines.
• Knowledge of automated data processing concepts and systems capabilities to accomplish budget/funding tasks.
• Ability to select and apply a variety of analytical methods and techniques (e.g., cost-benefit analysis, ZBB, amortization, depreciation, and pro-rating revenues and costs among customers), mathematical and statistical analyses, and various cost estimating techniques to analyze and evaluate the effects of changes in program plans and funding and conduct special studies and analyses.
• Knowledge of budgeting regulations and procedures for providing procedural guidance on budget administration.
• Knowledge of budgeting administration at various organizational levels.
• Knowledge of single year Operations and Maintenance (O&M) and multi-year (Procurement and Research Development Test and Evaluation) appropriations and their funding rules. Also, requires knowledge of DoW Planning, Programming and Budgeting Systems (PPBS), its processes, products, terminology, annual cycle of events, and guidance documents; Program Objectives Memorandum (POM) and Future Years Defense Program (FYDP).
