Job summary

Maryland Department of Transportation’s SHA Office of Program and Alternative Delivery seeks an Engineering Program Manager (DOT Executive IV) in Baltimore City to lead engineering program development and delivery. This executive role directs design, plan preparation, and contract administration for major projects, including the American Legion Bridge and I-270 Program.

Qualifications

• Knowledge of alternative project delivery methods such as Design-Build, Construction Manager/General Contractor, Construction Management at Risk, and Public-Private Partnerships.
• Experience with preliminary and final design development.
• Experience with design and construction quality management.
• Experience with environmental review and analysis including preparation of environmental documents and permitting application.
• Experience coordinating with federal, state, and local governments, regulatory agencies, elected officials, and the public.
• Experience contract document preparation and procurement of major transportation projects.
• Knowledge of asset management and performance outcomes.

Responsibilities

• Lead development and delivery of engineering programs and functions within the Office of Program and Alternative Delivery.
• Supervise in-house and consultant engineers and project managers in design, plans, specifications, estimates, and contract administration.
• Oversee all engineering aspects of the multi-billion-dollar American Legion Bridge and I-270 Program.
