Job summary

The Maryland State Highway Administration in Baltimore City seeks an Engineering Program Manager (DOT Executive IV) to lead the Office of Program and Alternative Delivery. You will direct engineering programs, supervise engineers and PMs, and oversee complex contracts for the I-270/Legion Bridge program, including permits, right-of-way, and utility impacts.

Strong leadership and delivery focus are required.

Qualifications

• Experience with alternative project delivery methods such as Design-Build and P3.
• Experience with preliminary and final design development.
• Experience with design and construction quality management.
• Experience with environmental review and permitting applications.
• Experience coordinating with federal, state, and local governments and the public.
• Experience with contract document preparation and procurement of major transportation projects.
• Knowledge of asset management and performance outcomes.

Responsibilities

• Lead development and delivery of engineering programs and functions.
• Plan, direct, and administer all aspects of the office's construction engineering program.
• Supervise in-house and consultant engineers and project managers in design, plans, specs, estimates, and contract administration.
• Oversee engineering aspects of the American Legion Bridge and I-270 Program.
• Develop engineering plans, specifications, and estimates and administer contracts.
