Zusammenfassung

Quantinuum seeks a Director of Export & Compliance to lead the company’s export control and broader compliance programs. You will steer strategy, framework, and operations across EAR/ITAR, OFAC sanctions, and related regulatory obligations, coordinating with a dedicated Compliance PM and a Principal Export Control Specialist.

Qualifikationen

• J.D. degree required.
• 10+ years of export control and government compliance experience.
• 7+ years managing relationships with BIS, DDTC, OFAC, or equivalent agencies.
• 7+ years in commodity jurisdiction, classification, licensing, and voluntary disclosures.
• 7+ years EAR, ITAR, OFAC sanctions, and related regulatory frameworks.
• People management experience.
• Due to contractual requirements, must be a U.S. Person (citizen, green card, or equivalent).
• National security restrictions: PRC/Russia national status disqualifier unless US citizen.

Aufgaben

• Own and manage the company’s export control compliance program, including policies, procedures, training, and internal controls.
• Develop and maintain the long-term export control and compliance strategy, ensuring alignment with business objectives and regulatory requirements.
• Lead commodity jurisdiction and classification determinations (ECCN/USML).
• Manage export license applications, agreements (TAAs/MLAs), and license exceptions or exemptions.
• Oversee deemed export compliance, including technology access controls and foreign national management.
• Direct restricted party screening programs and end-use/end-user assessments.
• Monitor EAR, ITAR, OFAC changes and direct compliance responses.
• Manage voluntary self-disclosures and government inquiries (BIS, DDTC, OFAC).
• Serve as primary contact for regulatory bodies on export control matters.
• Provide strategic compliance guidance to executives on expansion, partnerships, and growth.
