Job summary

Quantinuum is seeking a Director of Export & Compliance to lead export control and national security compliance across multiple locations, with optional remote work up to two days/week. The role partners with legal, engineering and product teams to align regulatory obligations with business growth.

Responsibilities include strategy, classification, licensing, screening, and government engagement, with a focus on EAR/ITAR/OFAC and strong leadership experience in tech or defense environments.

Qualifications

• Juris Doctor (J.D.) degree required.
• 10+ years of export control and government compliance experience at tech/defense companies.
• 7+ years managing relationships with BIS, DDTC, OFAC or equivalent agencies.
• 7+ years in ECCN/USML classification, licensing, deemed exports, and voluntary disclosures.
• 7+ years of EAR, ITAR, OFAC sanctions and related frameworks.
• People management experience building and leading teams.
• Must be a U.S. Person; U.S. citizen, permanent resident or eligible status.

Responsibilities

• Own and manage export control compliance program, policies, training and controls.
• Develop long-term export control and compliance strategy aligned with regs.
• Lead commodity jurisdiction and classification determinations (ECCN/USML).
• Manage export license apps, agreements, and license exceptions.
• Oversee deemed export compliance and foreign national management.
• Direct screening programs and end-use/end-user assessments.
• Monitor EAR/ITAR/OFAC changes and guide corporate responses.
• Respond to government inquiries and manage disclosures.
• Serve as primary contact for regulatory bodies on compliance matters.
• Provide strategic guidance to executives on business expansion and risk.
• Build a culture of compliance with engineering, product and ops teams.
