Job summary

San Francisco Department of Public Health (DPH) is seeking an impact-driven Director of Labor and Employee Relations to lead strategic labor initiatives across the department. You will develop labor strategy, oversee collective bargaining and administration, and partner with CHRO and executive leaders to address workforce issues with durable, measurable results.

Qualifications

• Five (5) years of professional human resources experience, including labor relations.
• Three (3) years must include labor relations, including collective bargaining, meet-and-confer, grievance administration, labor-management relations, and interpretation and administration of CBAs.
• Education substitution: Additional qualifying professional human resources experience may substitute for the required education on a year-for-year basis for up to two years.
• Possession of a Juris Doctorate (J.D.) or master’s degree may substitute for one year of the required professional experience; advanced degree may not substitute for labor relations or supervisory experience.

Responsibilities

• Drive labor strategy and major negotiations; lead negotiations and meet-and-confer processes; represent DPH in Citywide collective bargaining.
• Direct collective bargaining agreement administration and employee relations, including grievances, discipline, investigations, performance, conduct, and escalated matters.
• Advance department-wide workforce priorities and guide leaders through consequential labor matters with significant implications.
• Strengthen labor partnerships and align labor, HR, and operations to resolve issues and achieve durable outcomes.
• Transform information into organizational performance using data and insights to set priorities and improve practices across DPH.
• Develop a high-performing team by leading managers of Labor Relations and Employee Relations and mentoring staff.

Education
