Job summary

NYC Health + Hospitals is seeking a Director of Employee and Labor Relations to lead day-to-day administration of collective bargaining agreements across Correctional Health Services. You will hold grievance conferences, negotiate settlements, and provide advisory support to managers on labor relations matters.

This role requires extensive collaboration with unions such as NYSNA, DC37, CWA 1180 and 1199, managing a high-volume caseload within a large multi-bargaining unit.

Qualifications

• Bachelor’s degree in Labor Relations, Personnel, Public or Business Administration, Economics, Management, Law or related discipline.
• Six (6) years of progressively responsible experience negotiating and administering collective bargaining agreements, including at least three (3) years in an administrative labor relations capacity in a large multi-bargaining unit organization; or a combination described above.

Responsibilities

• Oversee day-to-day implementation of the collective bargaining agreements and strategic engagements with numerous union partners at Correctional Health Services (CHS).
• Hold grievance conferences; negotiate settlements or mediate disputes on disciplinary and contractual matters; prepare investigatory documents and briefs.
• Provide advice on labor relations related matters and counsel management on staff performance and discipline.
• Lead monthly labor-management meetings with unions such as NYSNA, DC37, CWA 1180, 1199, Doctors Council, etc.
• Collaborate with CHS leadership and other departments to discuss open labor issues and improve processes.
• Formulate and develop personnel policies and programs aligned with CHS responsibilities.
