Job summary

University of the District of Columbia is seeking a Director of Capital/Facilities Contracting and Procurement to lead the full lifecycle of complex capital and facilities procurements. The role ensures compliance, transparency, and fiscal stewardship while aligning procurement with institutional objectives.

The Director oversees strategic sourcing, contract negotiations, and performance management, directing staff and processes to deliver high-value projects on time and within budget.

Qualifications

• Bachelor’s degree in a related field.
• 8+ years of contracting and negotiation experience.
• 5+ years of experience in complex procurements.

Responsibilities

• Strategic Capital and Facilities Procurement Planning and Procurement Leadership: Provides strategic leadership for the University's facilities procurement, construction contracting, and professional services related to capital and facilities procurement functions.
• Facilities Procurement, Strategic Sourcing, and Contract Award: Directs procurement of facilities maintenance services, construction projects, architecture/engineering services, and related areas; leads sourcing initiatives and contract awards for best value.
• Contract Negotiation, Capital Project Delivery, and Facilities Operations Oversight: Leads negotiations for contracts and oversees administration from award through completion and closeout.
• Contractor Performance, Compliance, Risk Management, and Asset Stewardship: Establishes performance standards; monitors compliance, performance, and risk.
• Stakeholder Engagement, Organizational Development, and Customer Service Excellence: Builds relationships with leadership, staff, and partners; drives training and continuous improvement.
