Job summary

University of the District of Columbia is seeking a Capital Projects Manager to lead planning, design, procurement, and construction of capital improvement projects across campus facilities. You will oversee consultants, contractors, and stakeholders to ensure safety, schedule, budget, and compliance with university and district regulations.

Qualifications

  • Ten (10) years related experience in the installation, operation, and or maintenance of major mechanical and electrical system equipment, and infrastructure, and construction.
  • Related experience in the installation and inspection of electrical/HVAC controls.
  • Certifications/proven knowledge in HVAC Control Systems, HVAC Equipment Maintenance, and System Commissioning.
  • Prior experience in higher education and or commercial construction and supervision of MEP construction, project management and/or oversight of MEP projects preferred.
  • Demonstrated experience managing project budgets, schedules, contracts, and consultant/contractor performance.
  • Knowledge of construction management principles, project delivery methods, building systems, and applicable codes and regulations.
  • Strong written and verbal communication, organizational, and analytical skills.
  • Proficiency in Microsoft Office Suite and project management software.
  • Ability to manage multiple projects and competing priorities simultaneously.

Responsibilities

  • Manages assigned capital improvement projects from project initiation through completion.
  • Collaborates with University leadership, end users, facilities personnel, and other stakeholders to define project scope, budgets, schedules, and performance requirements.
  • Assists in developing project charters, cost estimates, feasibility studies, and funding strategies.
  • Coordinates project planning activities to align with the University's Capital Construction Program and strategic goals.
  • Oversees architectural, engineering, and specialty consultants during project design and development.
  • Reviews plans, specifications, and construction documents for quality, constructability, compliance, and adherence to project requirements.
  • Coordinates design reviews and stakeholder meetings to ensure project objectives are met.
  • Facilitates resolution of design issues and recommendations throughout all design phases.
  • Directs construction activities for renovation, modernization, infrastructure, and new construction projects.
  • Monitors contractor performance, schedules, budgets, safety programs, and contract compliance.
  • Reviews submittals, RFIs, change orders, pay applications, and project documentation.
  • Conducts site visits and project meetings to ensure work is performed in accordance with contract documents, applicable codes, and University standards.
  • Coordinates project closeout activities, including punch lists, commissioning, warranties, training, and as-built documentation.
  • Manages project budgets and expenditures throughout the project lifecycle.
  • Evaluates proposed contract modifications and change orders and provides recommendations for approval.
  • Ensures compliance with District regulations, procurement policies, building codes, environmental requirements, and University procedures.
  • Maintains accurate project records, reports, and performance metrics for management review.
  • Serves as the primary liaison among University departments, consultants, contractors, regulatory agencies, and other project stakeholders.
  • Prepares status reports, presentations, and recommendations for senior leadership.
  • Supports departmental initiatives, capital planning efforts, and continuous improvement activities.
  • Performs other related duties as assigned.
