Job summary

Luster National, Inc. is seeking a Delivery Excellence & Agile Transformation Leader in the San Francisco area to strengthen governance for mega capital infrastructure programs across aviation, ports, rail, and utilities.

You will set cadence, establish playbooks, and translate client priorities into scalable delivery plans with cross‑functional teams. Responsibilities include implementing agile governance, leading on onboarding, and contributing to proposals and business development.

Qualifications

• Bachelor's degree or equivalent in construction management, engineering, business, or related field.
• 10+ years delivering programs on mega capital infrastructure projects across aviation, ports, rail/transit, transportation, utilities, energy, water, or public works.
• Experience leading cross-functional delivery teams and onboarding junior staff.

Responsibilities

• Establish and manage delivery cadence across client engagements with roadmap planning and milestones.
• Translate client goals into delivery plans for technical teams and stakeholders.
• Implement governance models for PMIS, program controls, data, reporting, and change-management on capital programs.
• Develop delivery playbooks, templates and criteria to improve consistency and onboarding.
• Coordinate advisory, PMIS architecture, data/analytics, and systems integration teams.
• Monitor risk, schedule, and budget indicators and elevate issues early.
• Lead onboarding and knowledge transfer for delivery staff as practice grows.
• Contribute to proposals with delivery approach and staffing plans.
• Draft white papers and project profiles showing Digital Transformation impact.
