Job summary

Pacer Group in San Antonio, TX is seeking a Cost Planning & Estimating Analyst to support project cost management and financial control activities on a 12-month onsite contract. The role collaborates with project, procurement, and vendor teams to ensure budgets, forecasting, and cost reconciliation are accurate.

Ideal candidates will have cost estimating, budgeting, QTO skills, and knowledge of VE and EVM, with strong analytical and communication abilities to drive value for construction

Qualifications

• Associate or technical degree required.
• Experience in cost estimating, budgeting, forecasting or financial management.
• Knowledge of Earned Value Management (EVM), including EAC and VAC.
• Familiarity with architectural/engineering drawings and BIM models.
• Ability to review subcontractor bids, change orders and payment applications.
• Strong analytical, organizational and problem-solving skills.
• Excellent communication and collaboration skills.

Responsibilities

• Prepare conceptual, schematic, and detailed design-phase cost estimates.
• Establish baseline budgets and Cost Breakdown Structures (CBS).
• Perform quantity take-offs using drawings, specifications, and BIM models.
• Conduct Value Engineering analyses to identify cost-saving options.
• Monitor expenditures and EVM metrics.
• Calculate VAC and EAC.
• Develop monthly cash flow forecasts and draw schedules.
• Review, audit and validate subcontractor change orders.
• Evaluate change order pricing against market rates and allowances.
• Assist procurement with scope package development and bids.
• Perform financial risk assessments for major vendors/subcontractors.
• Review monthly payment applications and verify against progress.
• Review lien waivers and supporting documentation before payment.
• Support project closeout with final reconciliations.
• Audit final subcontractor accounts and cost reporting.
