Job summary

Turner & Townsend is seeking a Cost Manager / Quantity Surveyor to join our team supporting a large life sciences and advanced manufacturing construction program in the Greater Philadelphia area. This client-facing role delivers cost management services across multiple capital projects from planning through closeout.

The role requires a Bachelor’s degree in construction related field and 3–5 years of cost management experience, with strong communication and knowledge of procurement, VE and risk

Qualifications

• Bachelor’s degree in construction or related field required.
• 3–5 years of relevant cost management experience in construction.
• RICS accreditation or active pursuit is valued.
• Experience supporting cost management on medium to large projects.
• Construction consultancy experience strongly preferred.
• Solid knowledge of procurement routes, value management and VE.

Responsibilities

• Advise client on strategies, prequalify vendors, assess proposals and bid documents.
• Develop project estimates for construction, fees and direct costs; review junior estimates.
• Present estimates and VE/risk assessments to client; challenge costs with benchmarks.
• Establish cost reporting schedule, review forecasts and manage risk register.
• Oversee cost control: payment assessments, change orders and entitlements.
• Manage invoicing processes and conduct final accounting reviews and post‑contract audits.
