Job summary

PeopleAdmin, Inc. seeks a College Position Budget Specialist within NC State University’s College of Engineering HR team to manage position control and salary distributions across varied funding sources. The role supports compliance and reporting for complex personnel finance activities.

The successful candidate will coordinate with HR, Finance, and Grants offices, maintain SOPs, and ensure accurate data for year-end processing while working in a hybrid environment.

Qualifications

• Bachelor’s degree with 12 credit hours of accounting coursework; or Associate’s degree in Accounting; or Associate’s degree in Business or related discipline with 12 credit hours of accounting coursework; or equivalent combination of training and experience.
• All degrees must be received from appropriately accredited institutions.
• Proficient in MS Word and Excel; able to create functional Excel worksheets that accurately reflect the outcome of moving salary dollars across different funding.
• Ability to set priorities and work independently; adapt to a flexible/hybrid working environment.

Responsibilities

• Monitor and process all monthly salary redistributions for the entire College of Engineering; may include biweekly salary distributions for temps, graduates, TA/RA.
• Work with COE Research Administration to process release time requests and 90-day retroactive requests.
• Oversight of the College’s vacant positions and position control to ensure budgetary structure is available for actions.
• Manage workflow and process transactions following university payroll calendars and lockout dates.
• Manage the College’s year end processing such as back to base transactions and clean up for new fiscal year.
• Review and process complex salary distribution worksheets, analyzing funding shifts and applying fiscal year-end rules.
• Manage payroll suspense account and monitor leave payouts for the college.
• Create and update SOPs and Desk Manuals; train departments/units to minimize budget errors.
• Maintain knowledge of university finance and HR systems, policies, deadlines; advise departments on funding sources.
