Job summary

MAXIMUS is seeking a seasoned Program Manager to lead cognitive domain programs within the U.S. government contracting space. You will oversee multi-project portfolios, coordinate with SOF and other stakeholders, and drive performance improvements across teams.

Responsibilities include creating work plans, managing resources, applying PMI standards, and ensuring program success from initiation to closeout.

Qualifications

• Bachelor's degree required.
• 7–10 years of relevant professional experience.
• Equivalent combination of education and experience considered in lieu of degree.
• Advanced knowledge of cognitive performance, brain health, neuroscience, human performance, psychology, or related discipline.
• Experience leading programs, multidisciplinary teams, or complex human performance initiatives.
• Strong strategic planning, program management, communication, and stakeholder engagement skills.
• Experience using data, research, and evidence-based practices to guide decisions and measure outcomes.
• Ability to operate effectively in a multi-domain, cross-functional environment.
• Understanding of high-performance populations, operational tempo, and occupational stressors.
• Must be a U.S. Citizen per contract requirements.
• Must possess an active U.S. Government Secret security clearance or be eligible to obtain and maintain a Secret clearance as required.

Responsibilities

• Manage day-to-day operational aspects of a project and scope.
• Oversee and manage large multi-project programs.
• Create and execute project work plans and revise as needed.
• Identify resources and assign responsibilities.
• Develop and maintain resource plans and documents.
• Baseline all projects and capture metrics for forecasting.
• Review deliverables before submission to management and customers.
• Apply PMI methodologies and enforce project standards.
• Prepare for engagement reviews and quality assurance procedures.
• Minimize risk exposure on projects.
• Communicate progress to management and stakeholders.
• Resolve issues considering project impact.
• Ensure project documents are complete and stored properly.
• Track lessons learned for future projects.
• Close out projects properly.
• Supervise staff with direction and feedback.
• Escalate workload priorities as needed.
• Coordinate with vendors and monitor SLAs.
• Draft vendor contracts and change requests.
• Lead continuous improvement teams.
• Provide strategic direction for cognitive domain programs.
