Job summary

The City of Yuma is seeking a Buyer in the Finance Department – Procurement Division to support public procurement processes. You will meet with departments, research needs, and ensure cost-effective purchasing in alignment with city rules and regulations.

Under supervision, you will process requisitions, bids, and contracts, maintain confidential information, and support public interactions. A CPPB designation is preferred; an Associate's degree and procurement experience are required.

Qualifications

• Associate's Degree in Business or Public Administration plus two years of procurement experience.
• Knowledge of city ordinances, codes, and procurement regulations.
• Strong written and verbal communication skills.

Responsibilities

• Meets with departments to determine needs; researches purchase requests; reviews commodity purchase requisitions, and verifies cost and specification requirements.
• Prepares bid documents and specifications; processes purchase requisitions into purchase orders; processes change orders; Requests for Proposals, Requests for Qualifications, addenda, amendments, and contracts. Analyzes documentation submitted by departments to assure supplies and services purchased are in best interest of the City.
• Creates supporting documentation for approval procedures.
• Supports the relationship between the City and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors, and City staff; promotes the City goals and priorities, vision, values and the “Yuma Way”, and complies with all City policies and procedures.
• Maintains absolute confidentiality of work-related issues and City information; performs other duties as required or assigned.
