Job summary

DC Water is seeking a Program Manager, Capital Improvement Plan (CIP) to lead consultants and drive program activities aligned with the authority’s strategic goals. The role involves developing contract documents, setting performance goals, preparing schedules and budgets, and ensuring compliance.

Qualifications

  • Five years of progressive experience in water and wastewater systems planning, design, or construction.
  • Bachelor’s degree in Civil Engineering or related field from an accredited college.
  • Strong analytical, planning, and organizational abilities.
  • Excellent written and verbal communication and data management skills.

Responsibilities

  • Manage consultants and program activities aligned with DC Water’s strategy.
  • Develop, negotiate, and manage program and contract documents.
  • Prepare schedules, budgets, and performance goals; monitor compliance.
  • Coordinate with Asset Management and operations teams on CIP planning.
  • Create dashboards and reports to track CIP delivery and performance.
  • Lead continuous improvement initiatives across departments.
