Role Description

The Program Manager, Capital Improvement Plan (CIP) is responsible for managing consultants and program activities to ensure alignment with DC Water’s strategic goals. Key duties include developing and negotiating program and contract documents, setting performance goals, preparing schedules and budgets, and monitoring compliance. The role coordinates with internal teams on capital improvement planning, facilitates asset management and facility plans, and prepares program management plans covering risk, schedule, and quality. Additional tasks involve creating performance dashboards, reporting, and supporting continuous improvement across departments.

Essential Duties & Responsibilities

Duties within the scope of the practice of engineering will be performed under the responsible charge of a District of Columbia licensed PE as defined in D.C. Official Code Section 47–2853.131.

  • Manages consultants performing program management and ensures program management plans align with DC Water’s organizational strategy.
  • Develops program management, designer, and other contract documents, negotiates contract scope and cost, participates in the consultant interview/selection process, and monitors program success, identifying areas for improvement.
  • Prepares schedules and budget estimates for proposed work, sets program management consultant performance goals, tracks work progress for compliance, and authorizes payments in accordance with contract provisions and DC Water policies.
  • Coordinates and collaborates with the Asset Management team, operations staff, and other stakeholders in the planning and prioritization of Capital Improvement Projects.
  • Facilitates the preparation of Facility Plans, other similar reports/deliverables, and contributes to the annual Asset Management Plans.
  • Prepares program management plans describing the overall program structure, deliverables, related management plans and processes (risk, schedule, budget, quality, communication, stakeholder management) and methods used to plan, monitor, control, and improve program development efforts.
  • Interfaces with Operation Departments and other Departments to coordinate programmatic initiatives, gain input, and build consensus on program and project approaches.
  • Participates in professional group meetings and conferences directed at innovations, networking, educational purposes, regional planning issues, collaborations, and assess content for DC Water interests.
  • Performs routine technical and administrative functions including attending DC Water and/or departmental policy meetings, and preparation of status reports for DC Water management.
  • Performs other related duties as assigned at the discretion of the immediate supervisor.
  • Develops dashboards to review asset management, CIP delivery, and other performance indicators.

Key Working Relationships: Interacts with co-workers in the Department and throughout the Authority, and contractors and project engineers from other organizations and agencies.

Required Skills & Qualifications
Required Experience

Five (5) years of progressive experience in water and wastewater systems planning, design, and construction.

Minimum Education Requirements

Bachelor’s degree in Civil Engineering or related Engineering field from an accredited college or university.
