The District of Columbia Water and Sewer Authority is seeking a Program Manager for the Capital Improvement Plan. In this role, you will manage consultants, develop program documents, set performance goals, and prepare budgets. The Program Manager, Capital Improvement Plan (CIP) is responsible for managing consultants and program activities to ensure alignment with DC Water’s strategic goals. Key duties include developing and negotiating program and contract documents, setting performance goals, preparing schedules and budgets, and monitoring compliance. The role coordinates with internal teams on capital improvement planning, facilitates asset management and facility plans, and prepares program management plans covering risk, schedule, and quality. Additional tasks involve creating performance dashboards, reporting, and supporting continuous improvement across departments.
Duties within the scope of the practice of engineering will be performed under the responsible charge of a District of Columbia licensed PE as defined in D.C. Official Code Section 47–2853.131.

Key Working Relationships: Interacts with co-workers in the Department and throughout the Authority, and contractors and project engineers from other organizations and agencies.
Five (5) years of progressive experience in water and wastewater systems planning, design, and construction.
Bachelor’s degree in Civil Engineering or related Engineering field from an accredited college or university.

This position normally works in an office environment. It may frequently require visiting project locations, which may involve exposure to extreme cold or heat temperatures.
DC Professional Engineering License.
Project Management Professional (PMP) certification.
Design Build Institute of America Credential (Assoc DBIA or DBIA).
