Job summary

Arcadis U.S. Inc. is seeking a high-caliber Change Manager to lead change management for the Hudson Tunnel Project in New York. The role requires coordinating change requests, impact analyses, and governance through a disciplined process aligned with program plans.

You will work with a multidisciplinary team to ensure changes are captured, approved, and reflected in contract documents, schedules, and risk registers, delivering critical improvements for the nation’s rail infrastructure.

Qualifications

• Bachelor's degree in Civil Engineering, Construction Management, or a related discipline.
• Minimum 7 years of change management on large-scale infrastructure or transit projects.
• Deep understanding of EPA, NEPA, FTA, FRA, and other regulatory change control requirements.
• Proven track record implementing change management processes within complex, multi-contract delivery environments.
• Proficiency with project controls software and PMIS platforms for change tracking.
• Exceptional analytical and facilitation skills for senior stakeholders.

Responsibilities

• Develop and maintain a Change Management Plan tailored to the Package's needs, aligned with HTP PMP and SEP requirements.
• Receive, log, and triage all change requests from GDC, SEP, Project Contractors, and other stakeholders.
• Coordinate impact analyses for each CR across scope, design, cost, schedule, risk, and environment.
• Facilitate Change Control Board (CCB) meetings and governance forums; prepare agendas and minutes.
• Ensure updates to contract drawings, specifications, submittals, NCRs, and RFIs reflect approved changes.
• Track change status in the PMIS, maintain a centralized change log, and report metrics.
• Provide recommendations for expedited processing of high-impact changes.
• Support dispute resolution with technical documentation and change history.
• Drive continuous improvement of change management processes.
