Job summary

Northern Illinois Transit Authority (NITA) seeks a seasoned financial executive to lead the Finance, Innovation & Technology department as CFO. The role guides budgeting, treasury, and capital project oversight for CTA, Metra, and Pace across the region.

The ideal candidate will have 10+ years in public finance, 5+ years in management, and a proven ability to drive organizational change in a multi-stakeholder transit environment. Hybrid work arrangements are available.

Qualifications

• Bachelor’s degree in Finance, Public Administration, or related field.
• Advanced degree (MBA/MPA/MPS) preferred.
• 10+ years in government or public finance.
• 5+ years of supervisory/management experience.
• Experience with policy development in finance administration.
• Senior management experience; spokesperson experience desirable.
• Experience managing diverse staff and programs.
• Demonstrated change-management leadership in complex, multi-stakeholder environments.

Responsibilities

• Lead budgeting and multi-year financial plans for the Agency and Service Boards.
• Direct cash and debt management, investments, accounts payable, and payroll.
• Oversee capital project financing, bond issuance, and debt timing.
• Develop sound financial statements and oversee audits.
• Plan Department goals, policies, and procedures; implement improvements.
• Coordinate staff and consultants to execute activities accurately.
• Prepare analyses and reports for Executive Director and Board.
