Job summary

Saginaw Transit Authority and Regional Services (STARS) is seeking a strategic Chief Financial Officer to guide financial planning, budgeting, and reporting in support of community mobility. You will lead the finance team, ensuring responsible stewardship of public resources and compliance with GAAP, GASB, FTA, and MDOT requirements.

Qualifications

• Bachelor's degree in Accounting, Finance, Public Administration, or related field is required.
• Master's degree in Accounting, Finance, MBA, Public Administration, or related field is preferred.
• Professional certification such as CPA/CGFM/CMA or equivalent is strongly preferred.

Responsibilities

• Provide strategic financial leadership and serve as the Authority's chief advisor on financial planning, forecasting, budgeting, investments, funding strategies, and fiscal sustainability.
• Monitor organizational financial performance and recommend initiatives to improve efficiency and financial health.
• Direct and oversee accounting, budgeting, financial reporting, treasury management, and grants administration functions.
• Develop and maintain internal controls, accounting systems, and financial management practices ensuring accurate reporting and compliance.
• Coordinate annual financial audits and liaise with external auditors, regulatory agencies, and funding partners.
• Lead the annual operating and capital budget development process and monitor revenues, expenditures, and budget performance.
