Job summary

Qualifications

• Bachelor's degree is required.
• Business-related degree preferred by the PWS.
• Knowledge of NAVFAC facility-management organization.
• Experience with financial management, budgeting, program analysis, or similar functions.
• Experience with NAVFAC financial management systems or comparable Government financial systems.
• Strong Excel skills.
• Ability to learn and work within systems such as FIS, COGNOS, STARS-FL, SABRS, WAWF, eContracts, eProjects, MAXIMO and CFMS.
• U.S. citizenship unless otherwise approved by the Government

Responsibilities

• Review and analyze construction program budgets.
• Monitor program obligations and expenditures.
• Prepare weekly and quarterly budget status reports.
• Coordinate funding documents between Government comptroller organizations and customers/service providers.
• Process and track funding adjustments.
• Identify potential budget or program-execution problems.
• Assist management in developing and tracking performance metrics.
• Research and retrieve program performance information.
• Develop reports, charts, graphs, briefings, and trend analyses.
• Monitor compliance with NAVFAC program-management guidance.
• Prepare issue papers and management recommendations.
• Assist with program planning, analysis, and evaluation.
• Support program-management data calls.
• Maintain accurate program and financial records.
