Job summary

We seek a Program Analyst to manage DoD/Navy finance processes, budgeting, forecasting, and reporting in ONR programs, leveraging Navy ERP and related systems.

The role emphasizes performance monitoring, expenditure benchmarks, and strong experience with government financial operations in a DoD/Navy context.

Qualifications

Must have a current SECRET clearance or the ability to obtain one before start.
Bachelor’s Degree from an accredited college or university with a minimum of five years of experience with Government financial and budget cycles; may substitute with seven years without degree.
Three years of recent experience with government planning, forecasting, budgeting, funding execution, and reporting against benchmarks.
Two years of recent experience with Navy ERP or similar DoD financial systems.

Responsibilities

Provide business and financial support to Program Officers, ensuring compliance with ONR processes.
Assist with planning, forecasting, budgeting, funding execution, performance monitoring, and reporting.
Monitor funding, commitments, obligations, and expenditures using financial systems and tools.
Prepare funding documents and resolve discrepancies in funding execution.
Conduct analyses to ensure compliance with anti-deficiency laws and other regulations.
Support proposal evaluation processes and administrative coordination.
