Job summary

Montgomery County's Office of the County Council seeks a Budget and Policy Manager (Manager II) to join the Central Staff. The role will identify, develop, and execute enterprise-wide initiatives to meet current and future legislative needs, working with the Executive Director and Deputy Director for Budget and Policy.

Responsibilities include managing the Council’s multi-billion dollar Capital Budget (> $6B), overseeing base budget reviews for the Operating Budget (~$8B), supervising committee

Qualifications

• Seven (7) years of progressively responsible professional experience in budget or fiscal management.
• Three (3) years of supervisory or executive capacity.
• Bachelor’s degree from an accredited college or university.
• Equivalency: an equivalent combination of education and experience may be substituted.

Responsibilities

• Manage the Council’s processes, review, and reconciliation of the County’s more than $6 billion Capital Budget.
• Continue development and management of the Council’s base budget reviews for its almost $8 billion Operating Budget.
• Supervise and coordinate workplans for assigned Council committees.
• Manage the Council’s policies, processes, and review of the compensation and benefits for all County-funded agencies.
• Develop and lead diverse staff teams for multiple initiatives and programs.
• Monitor, review, and improve internal and external Council processes to ensure effective implementation of the Council’s legislative priorities.
• Special projects as assigned by the Deputy Director for Budget and Policy.
