Job summary

National Association Of Counties Inc seeks an executive-level leader to oversee county budget operations, long-term financial planning, capital and debt management, and fiscal policy development. You will direct the county-wide budgeting system and serve as a trusted advisor to County leadership.

The role requires directing multiple budget cycles, supervising staff, and collaborating with elected officials and departments to ensure transparency and fiscal sustainability across the county.

Qualifications

• Bachelor’s degree and 10 years of financial management experience, including 3 years in government finance.
• Master’s degree in Business Administration or Finance preferred.
• Criminal background check and drug screen required.

Responsibilities

• Directs and manages the County’s comprehensive budget system for operating, capital, and long-term planning.
• Oversees debt management strategies and financial forecasting to protect bond rating and long-term health.
• Guides the Board through the annual budgeting process with thorough analysis of department requests.
• Monitors department expenditures and revenues; prepares amendments and quarterly reports.
• Leads development and improvement of operating budgets and participates in capital budgeting; evaluates ROI.
• Provides ongoing financial analysis of conditions affecting county finances and reviews resolutions for accuracy.
• Coordinates issuance of general obligation bonds; works with Financial Advisor and Bond Counsel.
• Manages the County’s TIF program including tax collections and filings.
• Supports strategic planning with financial expertise; participates in special projects.
• Represents Budget Division at meetings; builds relationships with stakeholders.
• Supervises budget staff and administers HR policies within county standards.
• Performs related duties as required.
