Job summary

Kitsap Regional Library in Bremerton, WA is seeking a Finance & Budget Analyst to deliver professional-level budget and financial analysis with high complexity. You will develop models, forecast finances, and support capital and operating budgets across divisions.

The role requires a Bachelor's degree in finance, accounting, or related field, 3–5 years of analysis experience, and advanced Excel/Power BI skills. The position includes strong benefits and a path to retirement through PERS.

Qualifications

  • Bachelor's degree in finance, accounting, economics or related field; MBA preferred.
  • 3-5 years financial analysis and budgeting experience.
  • Knowledge of Budgeting, Accounting and Reporting Standards (BARS).
  • Proficient with Excel (Advanced), Power BI, Access and other analytical software.
  • Ability to present financial information clearly to non-financial managers and staff.

Responsibilities

  • Lead planning, implementation and evaluation of the budget process and develop strategies and alternatives for continuous improvement.
  • Serve as a technical advisor to senior leadership and department staff to develop and monitor detailed project spending plans and annual budgets.
  • Analyze and interpret complex financial information using advanced techniques to evaluate plans, reports, and trends.
  • Provide financial modeling and forecasting and monitor operating and capital budgets.
  • Deliver monthly and annual financial reports and analyze budget variances and trends using Excel, Access and Power BI.
  • Lead studies for Capital Improvement program using cost-benefit analyses and business cases.
